The
Homeless Animal Rescue Team, a shelter and adoption center for kittens
and cats,is holding its annual yard sale next weekend at 302 Range
Road. The sale will take place Friday, July 30, from Noon to 5:00 p.m.,
and Saturday, July 31, from 8 a.m. to 5 p.m. The shelter and foster
homes are currently full, and the fundraiser helps to pay veterinary
expenses. Donations of items in good condition can be left outside the
shelter through July 29th.

Foundation
51 Alumni Relations Committee is looking for you! We are trying to
complete our database of alumni contact information. Why?
We want to establish a consistent manner of communication between MSAD
51 and alumni. We want to provide opportunities for alumni to
interact with other alumni at athletic, cultural and community service
events within Cumberland and North Yarmouth and coordinate a common
reunion weekend so you can mingle across grade-levels. We are
hopeful you will share your academic, professional and experiential
knowledge and talents with the students of MSAD 51 and assist in their

The Cumberland
Fire Department holds CPR classes on the first Tuesday of
every month - both in the morning at 9:00 am to Noon, and in the
evening from 6:00 to 9:00 p.m. These classes are open to the
public and the cost is $40 - payable at the end of the class. Checks
should be made out to the Town of Cumberland. Unfortunately, we are not
able to process credit cards. The remaining 2010 dates include: August
3; September 7th; October 5th; November 9th; and December 7th. If
you are interested in attending an upcoming class, please contact

FROM THE CUMBERLAND COUNTY CHARTER COMMISSION MEMBERS
The Cumberland County Charter Commission has been continuing
their work to draft the county's very first charter for your
consideration this November. This has been a slow process with public
input welcomed along the way. However, we are moving toward a time when
we will have to wrap up our work and present the final version of the
Charter to the commissioners later this summer. Thanks to the input
received to date, the latest draft of the charter is now available on
the county's web site. If you have any questions or ideas, please be in
touch with any Charter Commission member, or consider attending any of
the upcoming public meetings listed below:

Town Center Advisory Committee Notice
The
Cumberland Town Center Advisory Committee presented its report to the
Town Council on Monday, July 26th and the Town Council referred the
recommendations to the Planning Board for review and recommendation at
its August 17th meeting. The Town Center Advisory
Committee has recommended changes that would permit additional
uses on the area of Main Street from the Moss Side Cemetery to the
Tuttle Road intersection. These new uses include professional offices,
small retail, restaurants, markets and fitness studios. The new uses
will be subject to strict design and performance standards that govern
the design of the buildings, parking, lighting, signage and hours of

COMMUNITY EDUCATION & RECREATION NEWS
- The
Greely Pool will be closed for annual cleaning and maintenance from
Friday, August 20th through Monday, September 6th.
- The
Recreation Department will begin accepting registrations for
Pre-K/Kindergarten soccer beginning Wednesday, August 4th.
- For
more information on soccer and fall swim lessons, please check the
town's website.
- The
fall brochure is scheduled to be available during the week of
August 23rd. An electronic version will be available on the town's
web page.

EXCITING NEWS!
SMCC comes to Greely High School. Greely High
School will house a satellite site for SMCC this fall, where both
afternoon and evening classes will be offered to GHS students and
Cumberland/North Yarmouth adults. Class offerings include
Anatomy and Physiology; College Algebra; English Composition; and
Principles of Management and Leadership. A minimum number of
students are required before a class can be held. GHS
students with a B average, or with the recommendation of their guidance
counselor, will receive a tuition waiver to attend these classes.

HUNGRY!
You can help feed the hungry
by donating to the Cumberland Food Bank. Boxes are available
at Town Hall now for collection of non-perishable food
items.
Please consider bringing a canned
good or pre-packaged item with you when you visit Town
Hall. Thanks for your generosity.

POLICE
DEPARTMENT NOTICES
- A
shoreline survey will begin Friday, July 30th at 9:30 am in the
Foreside area. Department of Marine personnel will perform the
survey and will be using marked DMR vehicles.
- The
Cumberland Police Department has begun a summer traffic enforcement
initiative, paid for through federal grant monies, to
address seat belt and speed compliance. These grant monies
are designed to assist local police departments in keeping our
citizens and motoring public safe. The initiative will
run throughout the summer months. Please contact Lieutenant Calder

- The
Cumberland Police Department wishes to remind the traveling public
of the activity occurring on Route 88. Please pay special
attention to the road crews, flaggers, cones and any traffic
delays along the project scope.

basis. Check out the town's web site to get up to the minute
information for both the Route 88 and Range Road projects. Thank

products! Six of those vendors are operating right here in

The CMBA
is also conducting a business visitation program within the community
in order to better understand the business services and resources that
Cumberland has to offer. If you or a business owner you know are

We hope to use the information we gather during this visitation program
to produce a short video to air on Channel 2 and kick-off a Buy Local

COMMUNITY DIALOGUE 51
(CD 51)
To
the residents of Cumberland: If you have questions
or concerns about educational topics, are willing to share your
knowledge or just want to "listen", the community has formed
an online forum known as Community Dialogue 51 (CD51). CD51 is an
open and constructive online forum where citizens can become informed,
inspired and involved about educational topics affecting the Cumberland
and North Yarmouth communities. CD51's mission is to help facilitate
and cultivate open lines of communication between taxpayers, parents,
teachers, administration, business, volunteers, non-profit groups and
every community resident. Thank you for your consideration and

BAG FEE INCREASES
information
regarding BRUSH FACILITY PASSES
Trash
bag fees increased effective Tuesday, June 1st, 2010. Small bags
will cost $1.50 and large bags cost $2.50. The
town will also offer a Daily Pass at a cost of $10.00. The
daily pass will allow the holder to make an unlimited number of trips
during that day. 2010/11 Annual Passes will be available for
purchase on June 1st, 2010 at a cost of $25.00.

NOTICE REGARDING VITAL RECORD FEES
On July 12th, a new law preventing fraudulent use
of vital records went into effect. Vital records include
birth certificates, fetal death and death certificates, marriage
certificates, and domestic partner registrations. Maine's new law will
require a person requesting a copy of records less than 100 years old
to provide documentation establishing their direct and legitimate
interest in the records.
Until
now, Maine has been one of just a handful of states that have allowed
anyone, including individuals with bad intentions and for profit
entities, access to these records. Information from vital records will
become open to the public 100 years from the date of the event.
Individuals who may access vital records less than 100
years old include:
The person named on the record;
The
person's spouse or registered domestic partner;
The
parent(s) named on the record;
Descendants
of the person named on the record;
Registrant's
legal custodian, guardian, or conservator or respective authorized representative
(includes attorney, physician, or funeral director); and
Genealogists
who have a Maine CDC issued researcher identification card.
Proof of
identity must also be presented to the municipal clerk or state Vital
Records Office staff. A brief application for securing a copy of the
vital record must be filled out and presented, along with positive
identification such as a driver's license, passport, or other
government issued photo id that clearly shows that the person
requesting the record is who they say they are. Identification
requirements apply whether the records are requested in person or by
mail.

Birth,
Marriage and Death Records are available by submitting a vital records
request form to the Town Clerk's office. The fee for a record is
$15 for the first copy and $6 for each additional copy of the same
record. Please remember that if you are submitting a request by
mail you must provide proof of identity and proof of direct, legitimate
interest.
